Dear ZZ

What are the Best methods available for troubleshooting electrical transformers to check whether it has failed or is malfunctioning?.

Can Multimeter, CRO instruments help in this regard?.

Answer
There are two issues in testing transformers:  1) continuity and dc resistance of the windings for open coil or shorted turns amoung the wires of the coil, and 2) high voltage testing for breakdown during electrical operation usually called high potential failure or hi-pot test.

DC resistance is easily done with a good multimeter that has good low resistance measuring capability.

Hipot testing utilizes special apparatus producing high voltage for under test of the transformer.  See the wiki discussion on this or other google results that you can easily find on your own.
