Can we design a decompiler for any compiled programming language?

Answer
I am not much of an expert in this area so you might want to obtain another opinion.

My thought that it is a murky area.  If one knows the language in question was produced using a certain source code then a decompiler might work well.  If the source code is totally unknown it may take a lot of guessing to get a decompiler to recognize a strategy to generate either compiler or decompiler software.

But, get another opinion from a different expert, please.
