Question
My questions is: how much should a poor terra nova test influence if a kids needs special help.  I have a 8 y/o ( 3rd grader) who got his first report card.  He received a B average for grades. Also had B average in 2nd grade.  He got  below average on Terra nova.(IQ score was 101).  They want to have him be tested for special needs/adhd, and etc...  Which he was tested (by a certified agency) in 1st grade and received all normal. Also, he does a have a tutor one day a week.  They say he is doing well.  So why shall I bother?  Does the test warrent testing?

Hello!
First let me state that I know OF the Terra Nova however my state(PA) does not administer it.  Therefore, I do not know anything about the scores.
As for the rest of the question...is he receiving accommodations in the classroom in order to achieve a "B" average?  I would question that.  Even though his IQ score was a 101, he still can have a learning disability.  Students with LD are usually of average or above average intelligence.  Does he have inattention?  I am speaking to you from both an educator's position as well as that of a parent. It will not hurt to get your son tested.  I would not have the district do it.  If your insurance would pay for it, I would have a private psychologist test him.  Make certain it is someone who is good in your area.  At times, major hospitals have descent child psychologists.  I think if the school is suggesting it, there just might be a reason.  You will be doing your son a disservice by not having him tested.  Also, it can be a case of the school and teachers just wanting him "on a pill" for ADHD if that it what they THINK he has.  Even if he does, you do NOT have to  put him on anything.  Also, if the school gets ugly, get an advocate from the state.  What state are you in?
