I am also well versed in the Title V Civil Rights Act and the HIPAA (Health Insurance Portability and Accountability Act).

Question
Earlier in the year my company took away vacations away from all mangers to save money and no one was available for more then 2wks even if they work 10yrs. I have one week vacation approved and One week later I gave my 2wks notice with one of the weeks being my vacation, being in maryland are they still Obligated to pay me my vacation pay?

Answer
In the state of Maryland it depends on the policy of the company.

If the policy of the company says that they do not pay upon termination than it will not be paid.

If you gave notice than it is immediate, you cannot use a week of vacation for notice time. When notice is given you are terminated upon the last day worked. The company does not have to work you the two weeks, nor do they have to allow you the weeks vacation upon notice.

It will depend on what the company policy says whether you are paid the vacation pay or not.
