Question
can an employer drop an employees pay rate down to minimum wage on there last paycheck if they leave without notice?

Answer
Gene:

They should not cut your pay in arrears.  Typically, companies must give notice if pay changes, and must do so in advance of the new rate going into effect.

What you describe is sometimes done in order to meet federal and state minimum wage laws.  Companies will sometimes pay out minimum wage as they await separated employees to return company equipment, such as tools, rule books, etc.  When such items are returned, the differnece in mimimum wage and the usual rate is then paid.
