Can you please here tell me what is the meaning of "but for all the wrong reasons"?

Some people found the whole thing scandalous, but for all the wrong reasons.

I can guess, but would need a little more context to be certain.  It means the artwork (or situation) was somehow scandalous (probably because it was against social norms), but actually there is something more scandalous about the work for a completely different reason (maybe because of the way the art was produced?).
