Could you please just simply tell me what is the meaning of the last part of this sentence?

Today, the sole requirement of a work of art is intent; what the artist says, goes.

"What/whatever somebody says, goes" is an English expression meaning that you have to do what that particular person says.

In your sentence "what the artist says, goes" means that whatever the intention of the artist is, you (the public) has to go with that, has to accept it as such.
