To begin with, I'd rephrase the sentence to sound a bit more "natural"

It time his visual acuity decreased, so he needed glasses.

What does it mean?

It means that in time this person started developing vision problems (he became unable to rely on his vision anymore, he couldn't see as well as before) so he needed glasses to correct that problem.
