Would you please reword this for me ?

With Lula set to visit Tehran, I called Brazilian Foreign Minister Celso Amorim and urged him to see the Iranian efforts for what they were, “an elaborate dance.”

I mean this “an elaborate dance”

Hi Hossein,

"An elaborate dance" in this context means that the Iranian efforts were not real, but just a show, an elaborate dance. In other words, the Iranians did what they could that others would think they were trying to do whatever they were supposed to do, but instead, they were just putting up a show to try to impress or confuse the others.
