Greetings madam.If we want to say that somebody won something for the second time,will it be appropriate to use past perfect for referring to the first time?
for eg.Raghu won the award in the year 2014.He had also won it in the year 2013.

Would you please explain why or why not?

The Past Perfect expresses the idea that something occurred before another action in the past. It can also show that something happened before a specific time in the past, so it would be appropriate for you to use the Past Perfect here.

You can make your sentences above sound more natural by rephrasing:

R won the award in 2014. He had also won it in 2013.
