I'm back with the following sentence to reword it for me:

Aid workers in the field sometimes griped about the “10,000-mile screw driver” with which officials back in Washington or various European capitals tried to micromanage development efforts.

The screw driver in the text above is simply a tool (not sure thought what that tool may be as I don't have access to the full text of the book you're quoting).

So to rephrase: Helpers in the field sometimes complained about the "tool" that officials in Washington or Europe tried to use to micromanage development efforts.
