Question
I just saw many 1/4" white worms where I planted a new shrub yesterday.  The one I pulled up had not done well, now I realize the "worms" were probably the reason.

What could they be?  Slug larvae look like adults, but I couldn't see features on these like a slug.

Answer
They could be just about anything.  Without knowing your geographic location and lacking a photo, I can't even start to guess.  Catch some and take them to your local plant nursery.  The people there will be able to identify them and tell you about them.
