Hello!  I am on Vancouver Island in BC Canada.  These critters are ALL OVER out railings on our two outside decks on the back of our house, upon further inspection they are all over the house.  The are very small, maybe a mm in size, they appear brown, looks like they have six legs and two antennae.  The seem to be able to jump but crawl very slowly.  We spray off the railings but they just come back en mass. I just want to make sure they are not a danger to my family or pets (or house).

These are psocids, also called barklice (not related to true lice). They feed on mold and algae so are common on outdoor surfaces where these occur. They cause no harm and can be washed off. Cleaning off the mold and algae will help as well.
