I saw these large foamy like cocoons attached to a water control dam  in a park in Pinellas County Florida. Could you identify them for me?

Answer
Hi Carla
This is very unusual and I am not sure they are cocoons of a moth or butterfly. I have never seen pink cocoons.
My suggestion is to carefully open one these to be sure they contain an insect pupa. If so send me a photo of it. They put the others in a closed container to see what emerges
