The exterminator identified them as book lice.  my neighbor flooded his bathroom so there must be some moisture in between the walls.  getting the area completely dried out is the answer, insecticides are useless on them. I cranked up the AC and  put some diatomaceous earth around the baseboard for now and I am not seeing them anymore.  I found out that there can be a delayed reaction to chiggers so I am probably not getting bit in bed but outside and not noticing it till later.  Thank You .
