I would like to know what kind of bug this is and if it's harmful as well as stage of life. It is 4mm end to end. brown/black

This is an adult seed weevil (beetle), there are many different species but all develop inside seeds of one type or another. Common sources are seed/grain storage areas or anywhere seeds are used. They are harmless to people and pets. Post a follow up if you have questions.
