What type of bug is this? I currently live in Oslo where it is fairly dry air, and at the time lots of sun.

Howdy!

This is definitely NOT a bed bug.  This appears to be a species of insect called a web spinner.  They live in rocks, lichens and the bark of trees.

Totally harmless to humans, animals, buildings and pretty much everything!

22+ years' experience as an entomologist: 5 years as a biologist with Merck Animal Health (I was part of the R&D team that worked to develop FrontLine flea and tick products) and 7 years as an Integrated Pest Management (IPM) Specialist in San Antonio, Texas with Texas Cooperative Extension.
