Hi Eric, I need help!
I have these tiny jumping bugs on and around my grape vines.
What can I do to get rid of them?..
I also noticed them last years after the harvest.
I have just 2 vines, but they are close to the house.

I'm sorry, but I do not offer advice on insect control.  You might try the "pest control" category if there is one.

I would also be checking with my county extension agent (Cooperative Extension Service) in your county (associated with your state's land grant university).  They are usually very good with local issues.
