Hi, can you help me please, is the bug in the picture attached bed bug or not? If not can you tell me which species it belongs. I guess this is a very young phase of some bug.

These are not bed bugs (see http://www.livingwithbugs.com/bed_bug.html for a comparison). These are immature cockroaches (see http://www.livingwithbugs.com/cockroach_identification.html for images of various species). When you find immature (young) roaches out in the open like this it generally means there's a significant adult population in the walls. Older roaches will push the younger ones out into the open when crowded.
