Hi. Ive been seeing these very small around bugs in my apartment lately. Im concercerned if they are harmful or not and what they are. I live in halifax, Canafa. Could you help me identify it? The bug moves fast too.

I can't see enough detail to be certain about an id. However, the shape and wings look like a winged psocid or booklouse. These insects are common where it is damp because they feed on mold. They are harmless but moldy/dampness can be a health issue. If you can get a closer image I'd be glad to take another look.
