Entomology (Study of Bugs)/Small flying bug?

I live in Sylmar, California and this morning there were thousands of these little insects dead on the ground around one side of my house. Are they termites or ants? Are these bugs usual to Southern California?

Can't ID them from poor quality photo, but they appear to be flies.  Suggest you take a few in a Ziplock bag to the county Agricultural office.  They have bug experts who can ID them for you.

They look like flies because
1)  Ants and termite winged adults have a wasp-waist.  These appear to have no waist or a thick waist
2)  Ants and termite winged adults typically have all-clear wings.  These have a dark spot on the wings
3)  The bodies are thick, not long and thin as is typical with ants and termites
