Question
Do you think that culture can play a role in how air quality is managed? such as cultural attitude to health?

Answer
Yes, I very much think culture is at play.

For example a friend I know had a student from China visit her. He commented on how clear the sky was. She asked him about the sky in his home and he said it was brown. She then asked him if this did not bother him. He said the factories and the pollution that was produced was for "the good of the people."

So you attitude toward your rights, the common good and what is more important plays a big role.
