Question
Is this fair yes or no?  American women will divorce her husband and want child support and alimony?  This is legal under US law, but most man and women in Belgium consider this discriminatory.  The father tell the women in advance that if she does this he will move back to Belgium and she will get nothing, but if she stays married to him he will no leave her.  The man a dual US/Belgium national say that if he does not want to work like a slave for the rest of his live her will have move back to Belgium and abandon his family.  He would never abandon a family in Belgium because most people including Belgium divorce lawyers who represent women and some American women think that this woman is very selfish and says this not work in Belgium.  There is no child support treaty with the US and Belgium, a Belgium court would never make him pay.  Under Belgium law he can not even be extracted or deported ever to the USA, if they decide to file criminal charges ageist him in the USA, for not paying.  This means that the US State department will leave him alone, because they can not take away a Belgium passport for not paying child support.  They can only take away his US passport.

Answer
This one is difficult to determine.  There are too many variables involved.  But the basics come back to legalities.  What are the reasons for the divorce, is there abuse involved etc... In some cases, the Belgian authorities may, if it is believed that a crime was committed by the person in a different country may not allow the perpetrator back into Belgium.  There are international laws that may supersede national laws in this case.

But I am not a legal authority and can not determine the case.
