Excel/Array- performing 2 column lookup

I have a multi-worksheet file.. on the first worksheet I am trying to perform a two-column lookup using an array formula.  Here is the formula  {=INDEX(Rate,MATCH(B8&B7,OHpool&SalGrade,0))}

The named ranges Rate, OHpool, and SalGrade are on another worksheet.  The cells B8 and B7 are on the same worksheet as the formula.  Cell B8 reflects one of the OH Pools in the named range of OHpool and Cell B7 reflects oneof the Salary Grades in the named range of SalGrade.  I want the formula to return an hourly salary rate from the named range of Rate.  The formula seems to be showing as text... not a formula when I use the parentheses.  Help.

Based on how the formula is written--I am not understanding what the formula is trying to do.  I might suggest that the terms using & to combine cells I.E. B8&B7, will produce a text valued cell, and maybe thats the problem, but I really can't tell.
I suggest you reask the question of another allexperts person and I'm sure you can get a good answer.
