Question
I have excel 2007. I have tried delineating the date (1/18/2011) into a month column, a day column and a year column. I have tried doing this with the "Text to Column" wizard as well as manually typing functions such as =MONTH(E2)....why is it not working?

Answer
The cell that shows as 1/18/2011 is NOT text with / in them. It's a number, you just can't see it.  It's specially formatted to display the number format in a Date text format.

Click on the cell with 1/18/2011 and change the formatting to GENERAL and you will it is really the number 40561, which is the Excel numeric value that is January 8, 2011.

So, the best way to extract the individual values is with the functions:

=DAY(E2)
=MONTH(E2)
=YEAR(E2)

If those do not work, then the values in that cell are something else I can't suggest.
