Question We are being asked by a local customer to provide a certificate of origin for a Dell monitor, they do not supply this. is there anything that can be done to get one or create one?

Was the monitor imported from China? If so, ask the exporter to do it for you. They will need packing list, invoices, bill of lading(optional) to have it done.
But if you are not buying from Dell directly, it will be rejected occasionally by Chinese government. It really depend on where and how you do it.
