Question I'm shipping 30 lbs of food samples (nonperishable) to a colleague in China. Does she need to have an import license even though it's just a one time shipment? Does she need to have inspection and quarantine labels for this small shipment? If I'm using Fedex, do the commercial invoices need to be in English and Chinese?

You need contact Fedex to confirm if your food is allowed to send, if they agree to ship for you it means will pass your customs and China customs without other procedures, or they will tell you how to do that.
You could just write English inovice and paper work, don't worry about it, the China Fedex staff could read that. In fact, even in China we also use English to write invoice for Fedex or UPS.
