I’m looking to import a range of complete bicycles from Taiwan.
1. Do I need an import licence?
2. Import tax is currently 14% on complete bicycles. However, I read somewhere that you only pay 4.75% import duty if you import the components separately – is this true?
3. If the answer to 2. is yes, can I import bikes which are partially complete with the components in the same shipment – if so what is the % allowable i.e. 40% complete etc.
4. Does anti dumping tariff effect goods from Taiwan – if so what are the implications?

I am base in China now, so sorry that I am not very familliar with the policy in UK and Taiwan, but if you import from China, maybe I can give some suggestions.
1. I am not sure about the UK import policy, but I guess you don't have to own the import licence, at least you can ask some agent who can help you import the goods.
2. Sorry, I am not sure about the %, but the policy is true.
