Question
What penalties are there for a parent that does not follow a court ordered parenting plan as far as visitation pickup and drop off times are concerned? If the parent refuses to drop the child off at the predetermined time what legal rights do I have and should I call the police?

I AM NOT A LAWYER or ATTORNEY. I am someone who has experience with family law issues, and am sharing my OPINION only. For the exact law as it pertains to your specific case contact a Professional Attorney in your area/county.

I strongly recommend you begin to keep a Log book of events: Note the time date/location that Mom did not drop off children per Parenting Plan Agreement.  You could have the police present to fill out a Report however, most police will not get involved because it is a 'civil' matter. The best bet for you would be to keep the log of events.

Then after say a period of time one month file a motion in court for 'Contempt of Court' charges against ex for violating parenting Plan agreement: Make a declaration noting times dates of violations per log book and make a copy for courts as evidence to paperwork filed.  Have the ex served with papers and then schedule a court date for the two of you to appear in court. If she does not show up there maybe a bench warrant issued for her arrest.
