What are two ways in which DOD may obtain additional money after Congress has appropriated funds for a given year?

Answer
Hi, Art: DoD may be given supplemental appropriations for special procurements or projects from Congress. They may also receive additional funds in time of war or emergency or when a particular military branch needs various types of equipment to carry out their mission.
