Question
Why does the government technical group furnish a cost estimate to the procurement group?

Answer
Hi, Art:  That is the job of the technical support group.  This gives the procurement group an idea of what to expect from bids they are going to receive and also helps them analyze the bids received.  Firms bidding way low generally have missed something and firms bidding way high generally will not receive the contract for any number of reasons.
