Fine Art/J H Payne

I have a watercolour painted by J H Payne in 1931 and framed by Harris & sons of 70 George Street Plymouth. The painting has a catalogue number 4200 and, although untitled, is a seascape and appears to be an original.

Can you give me any information about this?

I live near Preston in Lancashire

American artist Jessie Howard Payne(1864 - 1935)painted chiefly in California.   Not a prolific painter, rather obscure, but referenced.

I highly doubt this is your artist, who is more likely to have been a British artist.  Suggest you seek help locally.  Good luck.

Best regards,
