I may buy an etching with an authenticator named "Nathan Daniel Isen".  Is he legit?

I'm from England and I'm an art historian rather than an appraiser so unfortunately I'm not familiar with American authenticators.

In my opinion I would ask him about his credentials - where he studied, where he's worked previously etc. and seek references. Perhaps also speak to your local museum or an art expert at a nearby university and they will perhaps advise you further.
