What is the name of the art and artist

I did some research and the image was featured in the Antebellum Turf Times January 6, 1823 issue however they do not specify who the artist is or the title of the work. The only contact  information I could find for the Times, which focuses on the history of thoroughbred racing in America prior to the Civil War, was their facebook profile https://www.facebook.com/antebellumturftimes . You might want to try contacting them via that avenue and inquiring as to the featured image as they should have a record. Hopefully that helps.
