A photo is necessary to do the research as Rubens has multiple works with that same title but from the information you provided it sounds like a reproduction especially if those details are printed on the work itself, but again it is difficult to say without a photo as you never specified a medium. The quickest way however to find out the value and authenticity is to take the work to a local auction house (or send photos to one) as they have experts who will be able to tell you on the spot. A quick internet search of your zip code with "auction house" should find you one close to your location.
