Fine Art/Dutch painting

I have a small oil by Henk Ten Cate, dated 1935. A man from the Netherlands gave it to me in 1959. It has the original frame and has been restored.  It is a landscape with a distant figure walking toward a windmill. How can I place a value on this to settle my estate?
