I collected some weather statistics for you about Helsinki, the capital of Finland (Southern Finland), in February:
Mean temperature -6 degrees Celsius (+22 F)
Max temperature +5 degrees Celsius (+40 F)
Min temperature -22 degrees Celsius (-9 F)
The weather is colder in Central and Northern Finland.
The weather may be very variable in February, depending on low pressures and high pressures. It may be quite warm (over the freezing point) or very cold (colder than -20 degrees Celsius). Usually the temperature is between 0 and -10 degrees Celsius. It may be sunny or it may be snowing or raining.
At least so far this winter 2007-2008 has been warm. Last year (2007) we had both a cold season and a warmer season with snowing in February.

The Finnish climate is quite similar to the climate in Scandinavia, Canada and Central Russia.
What are the best places in Finland to visit in February?
It depends totally on it what you want to do. What are you interested in?
Lapland (e.g. the city of Rovaniemi) is the best place if you want to have guaranteed winter activities: snowmobile safaris, reindeer safaris, skiing, snowshoe treks etc. In the city of Kemi you see the world's largest snowcastle and you can take part in arctic icebreaker trips. If you don't like the cold weather, I recommend visiting big cities in Southern Finland: Helsinki, Turku, Tampere. There are many interesting indoor activities in these cities, e.g. many museums etc.
You can try icehole swimming in a frozen lake. But if you want to swim in tropical conditions, I recommend spa hotels. We have many spa hotels with very large swimming pool departments and good saunas. Finland is the home country of sauna ( http://groups.msn.com/FinlandTravelClub/sauna.msnw ) and there may be as warm as 80-100 degrees Celsius in a sauna! It is very nice after a cold day outside.
I also recommend a cruise from Helsinki (or Turku) to Stockholm in Sweden. We have very nice, big and warm boats, like hotels on a sea.
