Experience I worked in and managed my family's fish and pet and fish store for 26 years and maintained the 35 aquariums. My experience also has included occasional in-home consultation and aquarium maintenance for my clients.
Question Two of my Bleeding heart tetras have developed a white bump/bubble on them just below their mouths. We take pretty good care of our tank so I have no idea why or what is causing this or if I should be worried or not. It kind of looks like a pimple but tiny and on a fish (sorry if poor correlation).

They could just be a callous, blister or wart. Sometimes fish will rub themselves or bite somewhere in the tank or engage in fighting or breeding behavior that causes thickened areas. Some fish will nip at the heater if they think they see food particles there and accidentally get burned. Look for fuzziness, redness, or cottony appearance that would indicate infection and needs medication.
