My Blood Parrot fresh water fish, is showing a growth on it's head. It has developed little 1/4" bubbles on it's head, and they have a small white cap on them. They are growing on it's head, like a pimple. What can I do to treat it??

Most likely that is a disease called columnaris. Unfortunately it is rather nasty and hard to treat. You should go to a pet store and see if they have any medications for treating columnaris. Many of the medications which used to be on the market are no longer available so I do not have any specific medication to recommend.
