Question my beta has a yellow whites ring around his eye....is this pop eye.....he in a tank with my gold fish.....how can i help him.....

It's hard to say without seeing your betta in person. Generally, when a betta gets pop eye, his eyes literally "pop" out of his head. The eyes will look cloudy and be much larger in size, and will seem like they are swelling out of the fish's head.
A yellow ring may just be natural coloring on your fish. Keep an eye on the eye and if any changes occur, begin treating the tank with aquarium salt, QuickCure, and Melafix. All of those medicines can be purchased at either PetsMart, WalMart, or most other petstores.
