Yes his name is Uncle Giggles. There are not any still pictures of him available but the episode "A Haunted House Is Not A Home" is the episode you are referring to. One way to get a still picture is through the DVD "Flintstones Complete 5th Season". You could possibly play this DVD on a computer DVD burner (many have built in ones) and still the scene that Giggles appears and download that as a picture and then print it.
