Flooring and Carpeting - cat odor

Question
I own several apartment buildings and I would like to ask you about a problem I have with tenants who own cats.  It seems like most of the time when they leave, the cats leave behind awful pet odors.  I am assuming it is urine or spraying.  It is impossible to remove the smell and if I clean it comes right back.  Is it best to replace the carpeting or is there a way to effectively get the smell/odor completely out of carpet?

I am sorry but I have not been in the cleaning business end of flooring. Only the install side of the trade. On Occasion I have gone to the professional janitorial supply to find an unusual product or two...such as a safe rust removing agent...or an above average cleaner like Foamex , which is now available just about anywhere.

As I have googled "how to remove stains in clothes" and other remedies I might suggest you try that. Here is one such site,
