Question
High School Football kick-off, when should a touch back be called and the ball placed on the 20 yard line?
When the ball crosses the goal line or anytime the person catching the ball steps across or on the goal line whether the ball cross the goal line or not.

Dear Richard,
In high school football, you cannot run the ball out of the end zone on kick-off returns. Anytime the ball goes into the end zone, or is touched by someone in the end zone, the ball is dead and it will be placed at the 20-yard line. Before the ball enters the end zone, it is still a live ball so make sure that the other team does not gain control of it.
