Question
ok if a player fumbles the ball and falls down out of bounds but he touches the ball and never has possession of it and it stays in bounds is it dead or still in play

Answer
I hope I understand this correctly:

If a player is out of bounds and he is touching the ball which happens to be inbounds, then the play is ruled dead at that spot, provided it was a 4th down fumble, or in college a fumble that went forward, if that were the case then the ball would be respotted where the runner lost possesion.
