Question
1.   Yes the two lower lights don't light up and the one in the rear window, lights up half way.

2.   Along with this the steering wheel when you shake it vigorously up and down the hazards flicker, an obvious short.

3.   the engine sputters or knocks a little with excelleration.

charlie, I gotta fix at least the brake lights to sell it.

Answer
I would start with the brake light switch on the pedal itself.  With a test light determine if power is going to the brake switch when the brake is pressed if yes determine if power is coming out also when pressed.  If no to power coming in then check fuses.  If no when power coming out but power is coming in the replace brake switch on pedal.  As for the hazards probably just left over from an old alarm.
