You are describing the EXACT same problem as my 1998 Windstar.  I think this was another chronic problem with Windstars.  I finally found what sounds like the problem/solution in another forum.  It is supposedly the Rack and Pinion that needs to be changed out.  And supposedly you have to be a little careful because some replacements (rebuilds, etc.) will act the same way making you feel like this wasn't the problem.  Guy in forum said he had to get a second one and it finally worked fine.  I am going to try this and I will try to get back to everyone on what I find.  Thanks for posting this question so that we can all get this solved.

I`ve been with ford for 17 yrs, there is not to much I don`t know. I have 3 masters with ford linc,merc. I was a trouble shooter for the last 8 yrs
