Question If there is a lien on the house we are renting can it be forclosed if the old owner doesn't pay it? She signed the house over to her ex husband so her name isnt on the deed anymore.

A lien is not a foreclosure. A lien means a party has certain rights to the property. This depends on local laws. If the property is sold, the liens would have to be paid so the seller can provide a clean title to the buyer.
I have heard talk about changing the law, that would allow renters to remain when a foreclosure takes place. I do not think anything has actually been changed. You may want to search the Internet or contact your local representative to find out.
