--If you are having problems with your goldfish, and they are in a tank under 30 gallons please do not bother me with your question. The answer to any question relating to goldfish in tanks under 30 gallons is yes, they do have disease, no they will not live long in a tank that size.

Is probably scared and looking for a place to hide. Cories do not like bright lights, and they need a dark place, whether it be under a log or in a hole, to hide for most of the day.
If she were laying eggs, they would not be in the gravel. Cories lay eggs on stuff. On the glass, on plant leaves, or any decor. Their favourite place to lay eggs is on the leaves of the Amazon Sword plant.

Answer Ah, the problem comes into focus.
Cories are schooling fish, and should be kept in schools of no less than 6-8 individuals in tanks no less than 30" in length. That would be a 20 gallon long or a 30 gallon standard.
When they are kept in such small schools, they will be perpetually scared and will not live a full life span. Eventually they will get more used to the tank and come out more, but if you want to keep these fish properly I would upgrade.
Until then, provide as much hiding as possible, and plenty of live plants.
