Prune your fuchsias back drasticly.  Leave up to 6 branches, each no more than 4" (10cm) long for each main stem.  Do this when night temperatures below 5C are forecast for your area.  Bring the pruned fuchsia into your home, somewhere where you have low light levels, such as an unused bedroom.  You should see new growth by mid December.  Don't let it freeze!  Use grow lights on a ten hr cycle in the basement if you have to, Temps above 10 are best.  Pinch out the tips, after the branches grow 3 sets of leaves.  (Leave at least two sets of leaves)  Continue this until the end of February.  Bring the fushia up to a south-facing window, and let it grow, let it grow, let it grow.  Re-pot into next higher size every two years.

I have a fuchsia that's been in our family for over 35 years that we've kept gowing this way.
