Question
How can I get a schoolarship for my sister who desires to get a master degree in animal production? She's studying in Dominican Republic.It could be in any spanish country.

Answer
I think you can answer this with an Internet search for Hispanic scholarships or Scholarships in Spanish-speaking countries.  Unless she has some special reason for not wanting to learn English, why not look for one in the US and have her satisfy the language requirement by learning English?  Most MA/MS programs have a foreign language requirement anyway.
